SPS stands for Service Programming System.
I can't answer for Canada but I see it highly unlikely that the cars sold in Canada would be so different that they don't have the SPS function except for the 9-3 SS with T8 systems.
All cars though with the older T5 fuel injection system doesn't have any software down load capabilities, those includes the NG900/9000 and the early 9-3 with the red ignition cassette.
All cars with T7 fuel injection (and T8) have the capabilities here in US.
Maybe they don't have the settings right inside the TIS 2000 software loaded on their computer. I can't really say.
I know it is two different hardware keys (dongles) out there to access the software and maybe the newer one limit the access to just the T8 cars????
