The short answer is that the surface layer of your skin is comprised of dead cells, which means they cannot produce the oils necessary to keep your skin supple. The oil present on the surface of your skin comes from glands several layers deeper (skin has seven layers altogether); when you heat this oil up, it does what all oil does - it becomes thinner, and hence washes off the surface of your skin more easily. The glands which produce oil have to work harder to replenish the surface layer of skin with oil. Bottom line is: less heat in the shower will keep more of the natural (and necessary) oils present in the upper layers of your skin.
