You can't deny that. What if she was more than just stunned and he couldn't find his cell phone after the Explorer flipped over?
I think there should be driving tests to see how well people drive while talking on the cell phone. I bet some people drive better talking on one than others do without one. This guy would have failed and then could have been banned from talking while driving :-)
