/S won't install the OS. It's an old DOS parameter that means put down the command interpreter where expected (command.com) not the whole OS. Windows NT based OS's don't even have a /S parameter anymore for this reason. And just formatting won't completely remove all traces of earlier data from the drive.
Formatting isn't a secure way to remove data. You should use a DoD compliant disk erasing utility. Anything else results in a system which can have files/data conceivably retrieved from it.
