I agree that many drivers drive foolishly but, what about the vast majority who do drive reasonably? Remember the old lesson learned during grade school field trips "now everyone be good lest one persons actions reflect badly on the whole group".
Does the whole licensing and drivers educational system need an overhaul?, Certainly. I remember taking drivers ed in high school but never actually got my DL back then. Later when I was over 18 and in a different state I did get one (finally!). There was no educational course required. I needed to take a 10 question test (mostly involving questions about drugs) and then the driver's test. It was one of those once around the block things and reverse down the street. What happens when your 18? I was perhaps as reckless at 18 as I was at 16. In and out in a half an hour and "licensed to kill"? I have evolved since ;)
BTW- the "licensed to kill" statement is quoted from an insurance agent who's company was trying to low ball me after an accident. It was already proved not to be my fault.
