The lap belt is what I understand only an on/off switch to turn off the check seat belt sign when somone is occupying the seat.
The lap belt has no real function to play when it comes to operating the automatic belt motor.
But the reel for the shoulder belt has a couple of different switches and a coil inside the reel to operate the seat belt computer.
The quick and easy test I usually do is to flip the back rest forward and turn on the ignition. Find the shoulder belt reel under seat platform and tap on it with a rubber mallet. If the belt motor start to move, the belt reel is bad. You might have to close the door latch if the belt is already in the position it should be with door open (forward at A-pillar) and tap on the reel again to make it move to the other side.
It is lots of things that make this system work (or not work) but most of the times, it has been the shoulder belt reel being the problem.
