I've used a fabric one (made by Samsonite) for several years, with no complaints. It's very light, easy to store, and has a soft fabric on the bottom exterior to protect the car.
It's fairly water resistant, but not water proof. Mine has multiple tie downs to keep it secure, and it will tighten down on itself when not used to full capacity - it flattens down to improve aerodynamics a bit if not used to full capacity.
We usually use it to go to the beach on summer vacation. Ours will hold two full sized beach chairs, 2 boogie boards, 2 small kids chairs, a large # of sand toys and our towels. Capacity is very good, and overall I've been very pleased. I wont ever use a turtle top again.
