Let's say you want to add a 8.5 x 11 inch photo in Photoshop to an existing 8.5 x 11 side by side, or stacked for that matter.
Under one of the menus, go to the Canvas Size option, (in the Image menu I believe, I don't have Pshop here).
Add the appropriate amount of Canvas in whatever direction (up, down, side to side. In this case we would add 8.5 x 11 inches of canvas to the right side of the existing image.
Then select the picture you want to add and copy and paste it onto the newly expanded canvas, you then have to position it where you want it using the mouse.

Any complexity would come in only if the source photos are of different resolutions. This only applies if you have a scanner and use different settings to capture the images, or if one was from a webpage and the other from a scanner, for example.
If this applies, you can make sure each photo is the same resolution by choosing Image Size from the same menu. Here you can also resize the photo(s) if they're not of the same size to begin with. The key step is adding the canvas space, the rest is just making everything line up right.
