The EPA tests are non-representative of the way people drive, (avg speed on the highway cycle is 48 mph), so they already began subtracting an adjustment factor in the late 80s or early 90s, (I think 10% reduction in city and 22% on the highway). So what you see on the sticker today is lower than what their tests indicate. The key factor to fuel economy is driving style, a fact that seems to get lost on legislators. Gun it at every green light and you may see 20 to 30% lower than if you drive gently. Like I said in an earlier post, the government should be doing public service announcements to tell them that things like tire inflation, air filter maintenance, tune-ups, and how they drive has a major impact on fuel economy they see.
