my office is in the basement of our house. The floor is generally dry but there is some condensation in humid summer weather.
We put down a raised floor on 2x4s laid on their wide dimension on 16" centers. Then tongue and groove plywood went on top. I put down carpet, but it could just as easily have been laminate or real wood. No moisture issues, and the raised floor is open on the ends so any moisture that does turn up evaporates. I run a dehumidifier in summer.
Been down for 8 or 9 years with no issues. I live in NH and I'm never aware of the floor being cold in winter. I have baseboard FHW heat and it is fine on all but the coldest days. And I'm in the office a lot.
