OPB - Other Peoples Boats.
$7K should be more than enough to get you a good boat, reasonably equipped, that will let you sail on the Hudson, and have some sort of head (probably porta-potty).
Do you want the expense/convenience of keeping it in a slip? If not, do you have a vehicle than can tow 3000 lbs or more?
I had an Oday 23 for several years. Great small boat, about as big as is practical for trailering. Not standing headroom for me, but 4'6" in some places. Good amount of space. Boat weighed 3000 lbs, but with the trailer, it was just under 5000 lbs.
