I think the best is a mountain bike with hybrid tires. That way, you have the control of the straight mountain bike handle bar, and the speed or hybrid tires. I really would suggest though that you get something without the knobby tires unless youre actually going to be on rock/gravel/muddy terrain a lot. The speed difference is big. Also, if you get a hybrid, they generally have taller gears so you can go fast and keep up with other bike traffic on those paved trails. Yeah, better get the hybrid.

ps I have a Cannondale M400, a $450 mountain bike. They make nice hybrids for in the same neighborhood. Made in the US, too.
