Presumably they tested the drive in the USB enclosure at the shop? Hard to imagine that they wouldn't.
It's possible the enclosure uses USB 2.0 and the new PC only supports USB 1.1. I would also check the USB port with a known working USB device. Sometimes one port on the computer does not work.
