You have to look at your program/school as this undoutedly varies. It has been a while but I think when I was in grad school about 12 was pretty typical and considered full time (although maybe less was still full). However, if I remember right what is considered full time also varies depending on status and point in program. Full time is fewer credits for dissertator than non-dissertator. Your first year you tend to load up more than subsequent even if not required. Also, if you have a significant PA,TA,RA appointment (say 33% or more) number of hours may be less for full time status.
Again you really need to look at the program/school to know.
