The date of manufacture is pretty accurate. Remember, 1999 cars go on sale usually in September of 1998; that's why there is a clear-out in July and August. When the cars actually show up on the lots vary from year to year, but fall of the year before is typical.
Also, remember that it takes a while for cars built in Europe to get to the dealers lot. They sit at the factory for a while, then at the dock for a while until a boatload is gathered, then there is a slow boat ride to the US. After the off-load from the boat, they may sit on the dock (distribution center) for weeks or months before being sold to a dealer.
A car built in 4/99 is pretty near the end of the 99 model year.
