It's the same as rebalancing, although I have an international and a high quality bond fund thrown in there. Transactions are free since it's all within my 401K.
A lot of it is just hunches on fund types. I have a feeling (and have heard) that real estate is peaking out, so I sold some of my Real Estate Fund and bought other funds with it, part of it went into the international bonds, part of it went into another stock fund.
