Any employer can see it, but you can "blacklist" certain companies from being able to look at your resume with the "Privacy Plus" feature. You can also hide personally identifying information from employers such as: Email, Name/Address/Phone, References, Current Company Name.
Many of them are searching for employees by area as well. When I was looking to hire folks, I would always look locally because I didn't want to pay for relocating the employee. In my industry there were enough talented people available that I never had to worry about doing long-distance hires.
One thing that has worked for me in the past is to get a local mailing address and phone number in the city I want to relocate to, put that as my contact information in the resume, and be prepared to travel at a moment's notice if someone wants to interview me. There are a lot of people looking for work right now and employers - especially in bigger cities - often don't have to look outside their local area to get the talent they want and need.
