I've just tested the tweeter in another speaker and it was practically silent. I then got brave and tested a working tweeter from another speaker in the Vocal. It sounded fine, so it appears the crossover is ok. Fortunately the tweeters in all my speakers use removable connectors for the leads and there was enough slack to pull them out, so it was very easy to test.

I guess this means I can just order a new tweeter (~$340) and not have to send in the whole speaker for repair.
