There are people/consultants who would work with you on something like this but it is dependent on fee and/or ownership position. If you are open to outside consultants or maybe partners, you should ask around especially small business attorneys, accountants, bankers, etc. Most of these people get business on referrals and have connections with other professionals in the space. It might be worth meeting with some of them to gain more direction/advice.
In many cases, it is usually not cost effective to get involved in small local business unless it was something they really wanted to do or had a significant ownership position with good future cash flows. Generally, consulting fees can range from a few hundred dollars to tens of thousand per month in addition to options.
In my case, we try to work with companies on a cash up front basis with options and a minimal % of money raised if we were seeking capital. However, we are working with a couple of companies that are small local business that we don't think will ever surpass a few $100K in annual revenues. But in these cases, we have significant ownership positions are are basically partners. Although we have experience in venture captial firms, start-up companies, and various other roles; we are just starting out in this consulting business so it is hard to find good companies to work with who also have cash to pay us up front.
