A common source of wood creaks is a nail moving or wood moving on the nail. Wood naturally expanding and contracting (with temperature, moisture or seasons) can cause this.
Put a few screws in near the creaking for an immediate fix. If you don't want screw holes showing, you could countersink them and plug the holes with bungs.
If you end up removing the wood, put glue down before using fasteners on the steps. It's pretty common for new subfloors to be done this way so they don't creak against the floor joists.
