Loctite and never seize or never seize?

That is the question. Can or should loctite be used with never seize, e.g. let the loctite dry then apply never seize? When to use one versus the other?

I've got two large bolts removed from the suspension, one has red one has blue loctite on it, but they both also seem to have some dried up something or other in the threads (like pipe dope on an old pipe), maybe old never seize?
