Another Ebay Scam

I have had very, very few unpleasant experiences using Eaby. One time I purchased a Fluke multimeter which the seller did not deliver. I called my credit card company to stop payment. From that experience I learned neither Ebay nor Paypal will do anything significant to help if you encounter a dishonest merchant. I also learned then to always pay with credit card.
I had a second encounter two months ago. This time it is partly my fault to let it slip past 45 days. The limit which Paypal stops accepting a dispute. In Christmas my daughter bought a two year subscription of the magazine The Economist on Ebay for $70. I had funds on my Paypal account then so it won't allow credit card payment. That was my first mistake. Soon after payment the seller sent email to me saying there is a delay on the start date of magazine delivery beyond his control. More than two monts after (my second mistake to let it slip pass 45 days like I said.) he is not responding to any email I send.
Don't know if this scammer is still carrying on his tricks on Ebay. His id is "webscriptorium" and he keeps his feedbacks private. How could I be so careless? (Actually my daughter was. She used my ID to buy.) Isn't keeping the feedback private alarming enough?
