Moulton made those for a number of years. I sold a few when they were new, the construction was very good with the exception of tricky hand work and custom geometry he did on customs the construction was the same. My advice to anyone buying an old steel bike is does it fit and is there any visible rust inside the tubes specifically the chainstays, seattube, and downtube. Older steel bikes can rust from the inside out especially the stays. Be aware also it may have 120mm or 126mm spacing in the rear so newer kit won't fit, you could have a builder spread the rear to 130mm but you run the risk of the stays cracking near the bottom bracket shell, we see it happen frequently with older bikes that guys spread the stays to get 9/10 speed systems into. Also availability of 1"quill stems and 28.6mm front derailluer clamps (not a problem if it has a braze on front) are less now so specing the parts you want may be a problem. I'd probably buy it if the price was right ie: frame and fork >$400.
