My 4 cents as a real estate broker:
1. Homes in a neighborhood often do share the same problems, especially if built by the same builder
2. However, a building inspector's skill, general experience, and attention to detail are more important than familiarity with the particular neighborhood.
3. Yes, it could be a conflict of interest if the inspector knew the owners. As a professional, he should decline the job if he feels this is the case. Ask before you hire him - an answer of "Yes, I know the people, but that will not interfere in any way with me performing my job and determining the facts of the condition of the home" would probably satisfy me just fine, but you're the ultimate judge.
4. The yellow pages might not be the best way to find a home inspector. Ideally, find an inspector that someone you know and trust has had personal experience with and recommends.
