I'm almost there. I think you will probably have to use some chemicals to free the lawns of weeds (if you want to do that). But once it's weed free, you can maintain it with a minimum of chemicals. Most people make four big mistakes: mowing the grass too short, using a grass catcher, over watering, and over fertilizing.
The longer grass will shade the roots, helping to keep weeds from starting and helping the grass to need less water (the best length depends on where you are and your grass type; here in OK I mow the fescue at about 3 inches); and you should never cut off more than 1/3 of the blade (so if you're mowing at 3", you will want to mow when the grass hits 4.5"). Same for the grass clippings: natural mulch which helps maintain water and reduce weeds.
Once you get the lawn established, you can fertilize only once a year, in early spring, with an organic fertilizer. If you need to water, water deeply and rarely. Two inches of water once a week is better than 1/2 inch every other day because the good soaking helps the grass establish deep roots. Frequent watering and fertilizing causes the grass to root near the surface, which makes it more susceptible to drought and disease.
Be patient; it takes a while to establish a low-maintenance lawn. But once you've got it going, it's a breeze to care for.
