Ken, you were right about Justin's problem, good call! If the tray-loading imac you have chimes and the HD begins to spin but then shuts off with a slight BZZt! sound at the moment the monitor should be coming on, then it likely has a bad analog/video board. If it's RAM related you should hear a series of beeps, no chime. I can't tell if you're saying the RAM was installed wrong or the power connector on the back of the logic board. It's possible that your friend damaged the logic board, but equally possible it's the A/V board.
I would make sure everything is seated properly (ram, cpu module, power connectors), reset the logic board (pull battery and hit PMU reset button, reinsert battery), unplug the hard drive/cd drive power connector from the logic board, reassemble, and try to boot. If you get the flashing "?", then go back and reattach the power connector for the HD and CD drives. If it shuts off immediately you're back to square one, likely a lost cause unless you have spare parts cheap. If it boots first, but then doesn't boot after you reattach the power connector for the drives, I would suspect a damaged hard drive controller. (common on early imacs).
