The UAC problems are directly related to the fact that Windows is a hopeless tangle of programs and files. While MS likes to blame 3rd party developers, the real problem is that they have no defined architecture. They constantly create "features" in their own software that require serious compromises of security in the interest of sales. Then they come up with solutions like UAC to try to bandaid the symptoms instead of fixing the problems and blame 3rd party developers for not hopping onto the latest patch as the end all solution.
