If you subscribe to the popular notion that the Delta begins at the lobby of the Peabody in Memphis and ends on Catfish Row in Vicksburg, then I am somewhat of an expert on that area.
I was born and (mostly) raised in Vicksburg, and spent my college summers working for an Agricultural Consultant walking the cotton fields of the Delta. Although time has erased the misery of the heat and dust, I remember the Delta as a beautiful place.
As far as insurance, I suggest talking to your Insurance Agent - you may be pleasantly surprised. The biggest threat are uninsured drivers and pulp-wood trucks (think windshield replacement).
If I may offer some advice, I would suggest she get a Chevy or Ford. Depending on where she ends up, she's not likely to find anyone who can work on a Saab. For example, is her Saab breaks in Tchula, MS, the 75 mile tow to Jackson (the closest Saab dealer) will seem like an eternity. On the other hand, every town seems to have an Chevy or Ford dealership. Just something to consider.
Best of luck to her. The people of the Delta never seem to get a break.
