To what extent do you want to be the gatekeeper of what the kids see and do? Public librarians generally oppose restricting access, and turning off the 'net or restricting access is not the answer. Besides, if you block them one place they will still get there if they want to.
Better to educate them about safe internet usage and how to use MySpace in a safe way. Or give them an alternative. For example, my eldest daughter (18) uses Live Journal and has set it up to only let in people in her circle of friends. It protects her profile and other info. And she puts very little personal stuff up there to view. My younger daughter (13) uses MySpace and has it reasonably well controlled, but it could be better. MySpace doesn't see to have some of the protections of LJ.
But whatever you do, you have the bigger issue that if the kids want to do something they will. There are hundreds of blog-ish sites to go to if you block one. Better to educate them, teach them safe web use and coach them. You might see if your local police dept has an officer who does talks to kids. Ours does and the sessions--for parents and kids together--are very effective. Kids are going to use the web and they are going to blog: fact of life. Work to make it a good experience.
