It's a harddrive maintenance software that reads each sector, analyzes it, and moves it to a new location and tags the bad sector if it determines that the spot on the drive platter is weak. And it does recovery like Norton did on yours.
Norton may well incorporate some of the same ideas that Spinrite (I just noticed that's the correct spelling) uses for doing recovery.
I used an earlier version quite a while ago when the 20 meg (woo hoo!!!) Seagate drive on my 386 crashed.
