Menisci are tricky buggers, depending on the location of the tear it will possibly heal or it will never heal. Physical Therapy will help to minimize extraneous joint motions that can lead to further damage, but ultimately it's likely to remain torn and eventually get worse.
Some people walk around their whole lives with a torn menicus and don't even know it, other people need surgery to regain function. It's up to you in the end, but I won't discount your doctor's opinion, he's the only one who's seen your knee and looked at the tests.
If you're unsure go get a second opinion, go talk to a PT. But you're gonna have to talk to folks who can put their hands on you to get a real feel for what's happening in there.
As a PT I'd like to say we can fix you for sure, but you might need surgery. So go get some more opinions and go from there.
