Have you considered a smaller engine? If the 90 is working well, I'd think a late model used 10-15hp motor for $1000 to $1200 bucks would be a reasonable way to go, especially with a DSC VHF radio and a BoatUS towing package. Would a smaller outboard in the 15HP range fit on the transom next to the 90?
If you are thinking more like 40 miles out over the canyons of the continental shelf rather than a few miles off the beach, I'd look for a newer engine in the same size range. I haven't looked at the specs, but after a point, I suspect more HP does nothing other than burn more gas, especially if you don't run at full throttle all the time. I doubt you could run full throttle very long offshore due to waves and swells, especially in a 19' boat. And, once you get out there, running a 150 at trolling speeds would be harder on the engine than running a 10 at trolling speeds.
I'd also recommend a separate emergency get home gas tank that is ONLY used to get home when you run the primary tank dry.
