I think you've come to the right place, if you're looking for safety. Most people don't know it, but Saabs have been consistently safer than Volvos, roughtly stated.
To address some of your questions:
1. Timing chains in all models. They don't break.
2. Problems are model-specific. The 9000 was a very safe car, but their transmissions seem not to go much over 150K miles without rebuild, and their heater cores last about 120K miles. Electrical gremlins are rare in Saabs, but not unheard of.
3. I don't think I have any Saab-specific tools, and I do most of my own stuff on my 9000 turbo.
4. If you're looking at a 9000 and want to know more details about their issues, look at http://www.quasimotors.com
5. I don't find them hard to work on, but any car with a transversely-mounted engine is going to have some issues in getting to some components.
