In early September I bought two sets of shims for my bicycle pedal cleats from a company called Critracing.com - paid by Paypal through their website. I paid using my credit card instead of the default option of my bank account.
I only received one set of shims. I emailed Critracing and they initially responded wanting more information from me, which I provided, but they never responded to any more of my emails (I couldn't find a phone number for them). So I initiated a claim with Paypal, which initially consists of an email to the seller stating your case. I never got a response on this so I escalated to a "dispute". This was immediately (and I mean within seconds) rejected and my case closed because...
"We have denied this claim. As stated in our User Agreement, PayPal's Buyer Complaint Policy only applies to the shipment of goods, not to disputes about the attributes or quality of the goods received."
So apparently receiving one item out of the two I ordered is an "attribute" not a "non-shipment" so they wouldn't help me. I tried calling them but after a lot of button pushing, I got an automated message saying all their systems were down. So I just called my credit card company who have reversed the charge.
I have read others advice on this forum previously that Paypal is not helpful in disputes so I am glad I've taken that in and used my credit card (even though they really don't want you to do that).
So if you need to make a claim with Paypal under similar circumstances, don't state that it is due to the wrong number of items being shipped, or the item not being as described - just tell them it wasn't shipped (which in my case was true since I ordered two slightly different items and I only got one).
I have also learned not to go to a 'net vendor that I've never heard of before just to save a couple of dollars!
