emission test - more stringent for heavier vehicles

Perhaps someone can answer my question, that the people at the Ontario Drive Clean Office could not.
My 96 9000 has a NOx limit of 421 ppm, it passed with a reading of 77. My wife's 2002 Mazda Protege 5 had a reading of 185, and a limit of 505! The drive clean program here treats 96+ the same, with different limits for vehicle weight. When I called them I was initially inquiring about the practice of selling people $20 gas caps, which in addition to being expensive, do not appear to be reported to drive clean, leading me to believe that the testers can replace some needlessly without fear of the auditors noticing. My 2 year old cap failed, which I believe is correct since I tried testing it myself later and could detect a leak.
Anyway, the drive clean person told me that the limit depended on the pollution equipment on the vehicle, such as some having an EGR valve, etc. That is not how I read their limit tables, simply model year and weight, and the numbers from the two tests that I have were taken from the tables. What kind of logic allows a lighter car to produce a higher percentage of bad stuff? Heck, other than in town, on the highway the Saab gets better mileage than the Mazda.
Sorry for the rant, but even with clean emissions this drive clean stuff smells.
