Do you have to put the computer in her room? This might not be the best if another option works well.
The Mac firewall should certainly allow egress filtering. My understanding is they use IPFW so this should be an option (but I am not a Mac user so don't know for sure what is possible in the Mac implementation). It is possilbe that the GUI won't do it and you'd need to configure it at the commmand line but look into it as one way or another it should be possible. This should allow you you to block requests to known addresses you don't want visited if that is the extent of your goal. You could also play with the host list.
As with any computer based control you just might turn her into a computer whiz that works around it (boot access is root access). Hey but at least she is learning.
Going the suggested router route might be preferred. Personally I'd set up an internet services computer as a gateway behind the router and let this do your access control. I'd force everthing through here and http through squid and let this do the access controls (and caching). I'd also use this computer as the mail gateway for outbound mail, internal imap server for fetched mail, second level firewall, and some other things. But that isn't something most people would take on that aren't already familar with how to do it.
Look at the built in Mac firewall, router, and some of the other suggestions.
