Try dousing the affected area with Acetone, available at a good hardware or home supply store, about $11 for a gallon can. After spilling Acetone on the area, then take a white terrycloth towel or hand-held scrub brush and work it in and around the surface. Make sure the car is outside or at least in an open garage, since this solvent smells VERY strong and you don't want to inhale concentrated fumes. I've found it works AMAZINGLY well also for cleaning older dirt, grime, and even oil stains off my 1988 Saab 900 seats and carpeting, without damaging these fabrics at all! It has even worked well for cleaning cloth seats on a 1992 Mercury Sable, so it should be safe to use on many vehicles with cloth seats. Old dried milk or cream residue should dissolve fairly easily. Also, although it's really smelly, Acetone is a clear, volatile solvent that dries quickly without leaving a residue. Let me know how you make out if you try this.
