Nice to see Saabs pop up in the most unusual places. Thanks for linking to the video. The device on the other hand seems like a hugely bad idea.
The key to police spike strips is they create a gradual tire deflation so the person fleeing does not lose control.
This device binds the front wheels and by design creates an uncontrolable skid, as demonstrated, by getting tangled into the suspension and drive train.
Tangling the drive train will create huge amounts of damage and will destroy stolen cars, making police potentially liable for the damage costs.
Creating a skid at this speed of maybe 20MPH will be safe. Creating a skid at 40-100MPH will create a disaster. Notice how the car turns a corner prior ro accelerating to the device. That might have been 600 feet tops of room to accelerate. That is not even 1/8 of a mile. That is why the skid looks controled...it is at low speed.
If this device only contacts 1 wheel I think it will by nature lock only one side and in doing so create a potentially deadly roll over.
Finally, a spike strip can be activated to stop a fugitive and then deactivated to allow a chasing police car to continue pursuit without damage. I don't see that potential here.
