It all depends on how fast the hot tub gets up to the proper temperature, and how good you are at planning. Ideally, leave the temperature down, and turn it on before you want to use it. You just have to know how long it'll take to get to temp.
As the others have mentioned - heat loss is a function of temperature difference. And not in a good way. So it takes more energy to keep the hot tub at 100 degrees than 90, and more than at 80. Adding insulation helps a lot, but it only changes how much energy is required.
Put it this way - do you keep your oven on all the time? You would only if you wanted the convienence of being able to throw a roast in without waiting for it to warm up. But otherwise it would be a waste.
