I think is generally accepted to be a 185/65 R15, and is limited by the rear fender. I suppose you could run staggered sizes, with a wider lower profile up front, but you will need to find a source for the wider rims.
All of the tire manufacturers that I have been able to find that provide rim width information suggest a minimum rim width of 5 inches for the 185 tires. That said, many folks are running 185/65 R15 tires on 4 1/2 inch wide soccerball or chromodoro wheels. Highgate (UK) sells a modern remake of the classic Ronal minilite wheel that is 5 inches wide. MSS (NY) sells a 6 inch soccerball wheel which is made from a soccerball center mounted to a 6 inch wide rim. IMO, it looks great, but MSS was unable to say if it would fit the back of the 96 without fender mods.
If you want to go to a really wide tire, check the for sale classifieds for "Ruby", a very customized 96 which with some serious fender mods, can run a 225 tire.
I imagine rally numbers could be sourced by most any graphics supply place that does lettering and signs. I'd look for a place that makes decals for boat names.
Windshield, classifieds here or fleabay occasionally.
By putting 96 V4 in the subject line, I imagine Scott will move this to the correct "vintage" list shortly. Maybe you'll get some more suggestions and advice once that happens.
