If she does email at work on work time, on a work computer, using work's network, the employer certainly can expect to be able to monitor any and all email. If it involves a work email address, they should be able to monitor, archive, etc.. They may have government compliance regulations requiring the archiving and retrieval of emails, in addition to internal policies.
To circumvent that would create lots of suspicion. Look at the suspicion surrounding the RNC's apparent circumvention of white house email systems by providing an alternative email system. Without even knowing what the email traffic was about, it looks bad.
pgp and gpg are popular methods for encrypting email and some mail programs support those tools if she and her correspondents can communicate without using work email.
I run an ISP and have been doing email for 15 years now. I agree with yaofeng that email should not be considered secure because you added encryption. The computers that receive the email and store the email (you and your corresponents) probably have insecurities that could be compromised a variety of ways rather easily if someone is interested. For instance a keylogger program or a compromised email program would circumvent encryption by capturing email text as it's entered into the computer. Complete non techies use tools like this every day to catch cheating spouses, embezelers, etc.. Imagine what a smart computer staff could do.
