AC while standing still, very poor cooling?

2002 9-5. Low 90s in WNY today, had to sit a few times for about 10 mins. The AC stayed "cool" but the sun coming through the windows was way overpowering it (and ALL windows are tinted). The fan was running, and the car temp gauge never moved off of dead center. Once I get moving the AC is pretty good.
My mom has a 2001 95 and she says hers does the same, does everyone else here's 9-5 act in the same manner?
On the 9000s, the AC had its own fan in the front and there was one giant radiator fan on the engine side. On the 9-5 there are 2 smaller fans on the engine side, none on the outside, specifically for AC, correct?
