I've gotten a few 'dead but free' TVs that turned out to be a simple internal fuse. There is a very high probability that there is one. It may be tricky to find, or it might just be sitting out there in the open (once the back is off). Some TVs will have a simple diagram on the inside cover, so make sure you check there. With the model number, check the Internet for info. There are also a lot of electronics sites (electronicsrepair.net, http://www.repairfaq.org, etc.)
Depending on the power surge, there may be other damage even if the fuse did blow. But it's worth checking.
