Mail is sorted at the local PO in what's called "walk sequence" or "route sequence," which is just what it sounds like: the order in which the mail carrier walks or drives the route. So one of two things is happening: the sortation is wrong at the PO or the carrier is asleep at the switch. Especially in rural areas, the carrier sometimes is also involved in the sorting, so one guy can seriously screw stuff up.
Complain again, this time in writing, to the local postmaster. Ironically, this should be registered mail, return receipt requested. Cite the example of the late bill. Also, talk to some neighbors and see if they are also having problems. If they are, include that info as well. Copy your congressperson on the letter. Insist on an immediate solution.
The USPS is required by law to deliver mail to every address and do it correctly. They usually do and problems like yours are entirely local screwups. So put the pressure where it is needed.
Failing that, you will have to get a PO Box, but that is a pain because in many places you can't get to the box when the PO is closed (like when you get home from work at 7 PM. You should not have to go to the expense and hassle of a box because you have some local weenies who can't do their jobs.
