Yes, there will be risk of rodents and condensation from using one of these for winter storage. There will definitely be rodent risk.
I bet it would be a good storage solution if it were put up on a slab though. Perhaps you could have a slab poured, then at a later date, replace the portable garage with a permanent one. You'll have a good start and some equity in the project.
Winter in Maine isn't a moisture cause (unless you're near the ocean), but the end of fall and end of winter/start of spring thawing cycle is. Water just doesn't evaporate quickly between seasons. Winter, it doesn't evaporate at all really, just sublimates if it gets a chance.
If someone has an unheated garage/barn for storage, that would be safe from fire damage, and would probably be rarely occupied (to prevent accidental damage), as an unheated detached building is a pretty uncomfortable place in the winter. Do bring your own rodent protection in such a case.
