When to fill up with gas?

When should you fill up the tank? I don't go past 1/4 left because in the 9-3SS, someone said that the fuel cools the fuel pump.
If you fill up at 1/4, then the fuel remains freshest. If you fill up at 3/4, then much of the fuel is old. Keep doing it and a small fraction of the gas may become more than a year old.
If you fill up at 3/4, then you are less affected by natural disasters. When hurricanes hit, there are sometimes long gas lines. I've seen it. With earthquakes, they hit suddenly. Missouri, far from the San Andreas fault, was hit by a gigantic earthquake in 1808 or so.
If you try to hedge fuel prices, you will fill up at 3/4 when the prices are going up and try to delay (wait to 1/4) when gas prices are going down. Chevron doesn't have a refinery near here. Maybe that's why their gas has increased 20 cents/gal. in the past week but not other brands. I know Chevron has a contract with Shell for gas in this area but that covers only 20,000 (?) barrels a day.
If you wait until 1/4 in the winter, you risk condensation in the tank.
So my new policy is fill at 3/4 in the winter, 1/2 in the summer with occasional reckless behavior to 1/4. I fine tune it slightly with gas prices, waiting a bit longer if gas prices are dropping.
