Keeping the wipers up has also worked for me, been doing it for years with Anco Winter blades, works especially well when the forcast calls for rain/slush/snow mix which makes clearing the windshield from ice much easier without a pair of frozen wipers in the way.
I've been using Valeo's now for over a year and am pretty happy with their performance and durability despite the higher cost, I think it's a good compromise considering that I won't have to swap from standard wipers to the winter wipers between seasons. Also helps when you can pick them up when they're on sale, I paid $11 each for mine at a local Autobarn, probably a mistake but I bought a few extras as well, hope they don't dry-rot before I get to use them!
As for the washer fluid, I just buy the cheap stuff, a mass of them in fact, when they go on sale for $1/gallon and I'll pour some Isopropyl Alcohol in the washer fluid reservoir if it's suppose to get below 20F to keep the fluid in the reservoir as well as the washer pump from freezing.
Interesting side note, I've also had my wipers twice stolen from an '86 Corolla that I once had, while they were left in the up position.
