When the door is open, you can adjust the seat with the key off. When the door is closed, the key has to be in the ON position. The idea is that you can open the door and press the button to move the seat to where it needs to be before you get in.
So if the seat only moves if the door is open, check fuse 7. The driver's seat has two fuses - 25 which is powered all the time, and 7 only when the key is ON. If the electronics 'sees' the door closed, it will need power through fuse 7 to move the seat.
