Chevron gas has only 1/10 oz. of Techron?

Motor oil is supposed to have lots of additives. I heard that more than 1/3 of the bottle is not oil.
Gas may be a different thing. The Chevron website says Techron cleaner in the bottle is similar to Techron in gas but not quite the same. It also says that using Techron cleaner results in 10 times more Techron than in gas (for intensive, occasional cleaning). Techron cleaner is supposed to be added as a 12 oz. bottle for 12 gallons of gas or 20 oz. bottle for 20 gallons.
If this 10x concentration is correct, a gallon of Chevron gas has 1/10 oz. of Techron distillate. A 10,000 gallon tanker would have a little more than 3 quarts. So could some dump nearly a gallon of Techron stew into a 10,000 gallon tanker truck and call it Chevron gas?
This is not to say that name brand gas is the same. Top Tier gas says that some cheap gas has only half the additives and not enough. If so, this 1/10 oz. per gallon does plenty of good. Someone (was it 7-11?) said in a newspaper article that they won't pay 1 cent per gallon more to put more additives because people won't pay 1 cent a gallon more. So that's almost an admission that some companies will not sell good gas because good gas costs more.
As far as the 1 cent per gallon cost saving objective by some companies, this makes sense in my mathematical calculation. If 1/20 oz. of Techron cost 1 cent, then 20 oz. of Techron costs 20 cents wholesale/in bulk. That's about $60 a barrel of Techron stew.
