First of all, the car obviously was not inspected prior to the CPO certification. From what I've been told, a dealer cannot certify a car if it has been in any major accident. Any semi-conscious high schooler could be able to see $19,000 in damage, not matter how well it was repaired.
Second, there is no law that I'm aware of saying that one dealer cannot share info about a car with another. It's basically semi-public information, so I don't see what the issue is there.
I really REALLY hope you have this all in writing. Since the dealership closed, you're pretty much screwed legally unless the same company has other dealerships. I also hope SaabUSA is involved in this, as they may be the only recourse you have left since the ownership of the dealer that closed will not be personally liable. However, since the car was certified, Saab technically still needs to stand behind it.
